We need to add a means by which stored upload tags for users and teams can be removed. This could be added to #21 directly for users, however there is currently no way for teams to manage any settings, so #20 was created.

Once #22 is merged we can add the tag management for both users and teams to their respective settings.

Upload tags as implemented in #21 will be retained forever, regardless of whether they remain unused. This is reasonable at first, as users will likely want to reuse tags from previous uploads. However, it may be that the users do not want to keep tags around (especially if a mistake was made in naming a tag). We need to add a means by which stored upload tags for users and teams can be removed.
