Currently selecting multiple uploads with their checkboxes just enables the deletion button. We should change this to a dropdown that allows other mass operations to be performed:

Change the "delete" button to be a dropdown that appears when checkboxes are selected
Add "make public" and "make private" as options to the mass operation dropdown
Add "reset download limit" to the mass operation dropdown
Add a "transfer" option to the mass operation dropdown
